Elections November 2023​
Commentary for Proposition 5 (HJR 3)
In November, this proposed amendment will be on the ballot: 
  • The constitutional amendment prohibiting the imposition of an individual net worth or wealth tax.

Should Texans vote yes on this amendment in November? Definitely NOT. This proposal will make it harder for us to have a more equitable tax system in the future.

Bexar Democrats do not advocate any tax increases at this time, but we are concerned that the sales tax and property tax are too high. In fact, Texas has the second most regressive tax system in the entire country, according to the Institute on Taxation and Economic Policy (Who Pays? 6th Edition – ITEP). At some point in the future, a restructuring of our state taxes would be necessary, but must be done in a way that does not harm low-income and middle-income Texans by shifting more of the tax burden onto them. A state income tax was already prohibited by a constitutional amendment in 2019. We should not cut off any further options that could be used to create a more equitable tax system for Texas in the future.

Vote NO on this amendment so that a less regressive tax system for Texas may someday be possible.
